Responsibilities:
Conduct the business of SJPNL as per the WSS policies of GoHP and SMC and achieve the specified service standards, operational efficiency standards, energy efficiency requirements, and the grievance redressal standards
Implement the policies and procedures established by the Board of Directors
Oversee customer service; ensure identification and redressal of access and affordability concerns of urban poor
Enter into performance-based contracts with the approval of the Board of Directors for water production, water distribution, sewage collection and sewage disposal
Implement the capital investment program for Greater Shimla approved by the GoHP and the SMC
Oversee contract management, asset management, financial management, compliance, human resources, public relations and legal functions of the company
Provide leadership to key managers

Water Distribution within Shimla and Peri Urban areas .
Coverage of water to every household .
Maintaining water quality.
Developing Water Distribution Network.

Introduce regulatory mechanisms to strengthen transparency, accountability and affordability in services.
Operation & Maintenance of all STP’s, its network .

Oversee bulk production from sources not assigned to private operators .
Co-ordinate bulk production and transmission requirements with contract manager and private operators.

Support in the management of human resources in the company, including secondment of employees; and in administrative matters such as facilities management.
Developing and administering human resources plans
Planning, organizing, and controlling the activities and actions of the HR department

Developing, analyzing and updating the company’s evaluation program.
Developing, revising, and recommending personnel policies and procedures.
Maintaining and revising the company’s handbook on policies and procedures.
Conducting new employee orientations and employee relations counseling.

Responsibilities:
Responsible for customer interface and accountability.
Oversight of Grievance redressal.
Increase customer awareness about water consumption and conservation.
Develop materials such as leaflets, posters, stickers and other devices to ensure maximum impact to the targeted customers.
Prepare questionnaires/surveys, pamphlets, instruments needed to carry out the information and awareness campaigns.
Conduct training and workshops as needed (for stakeholders such as the media)
Develop messages for SJPNL that are to be issued to the public via different communication media
Motivate unconnected consumers to take household connections
Handhold/support households from the poorer communities about new connection formalities, metering and billing, payment of water tariff, etc.
Liaise with elected representatives and other opinion-leaders
Organizer for all field level FGDs, Meetings Workshops
Set up institutional forums for interaction and consultation with stakeholders and for conflict resolution.
Build consensus on service levels, tariff, mutual responsibility and obligations though transparently negotiated process with stakeholders.
Facilitate transparent monitoring and dissemination of outcomes
Identify the need to conduct independent surveys periodically and facilitate the exercise
